As a developing country under Article 5 of the Montreal Protocol, Vietnam is obliged to eliminate ozone-depleting substances (ODS) according to the prescribed roadmap, and at the same time receive financial support, technology from the Multilateral Fund to implement the Protocol through international organisations authorised by the Multilateral Fund to carry out activities to eliminate ODS substances. During the period 2012 – 2017, Vietnam cooperated with the World Bank to develop and successfully implement the Project on Management Plan for Elimination of HCFCs Phase I in Vietnam (HPMP I) and achieved the following results: good results according to the set goals, meeting the schedule of the Montreal Protocol, eliminating 10% of the baseline consumption of HCFCs.
With the goal of continuing to fulfils the obligations of a member country to implement the Montreal Protocol, Vietnam, together with the World Bank, has developed a Project on Vietnam’s HCFC Elimination Management Plan Phase II (Project Project). HPMP II) with the goal of supporting Vietnam to eliminate 35% of the baseline consumption of HCFCs according to the Montreal Protocol roadmap, according to which the consumption of HCFCs in the period 2020 – 2024 needs to be ensured. guaranteed not to exceed 2,600 tons/year.
